History: He began life as the only son of a Don and Meloni Allen, both of whom did everything that they could to make sure that their son had what he needed. Despite their deep affections for him, Bart ended up leaving them after experiencing an accident with a bright flash of light, which gifted him with superhuman speed. Following this incident he felt as if he were somehow an outcast and therefore left his parents a note, telling them that he would not be back, and that they shouldn’t worry. He was capable of taking care of himself now.

On the streets he lived the life of a street urchin and petty thieve, often frequenting the Suicide Slums. He was cocky, impulsive, and didn’t care about laws or property. He was able to finance an alternately homeless and extravagant lifestyle with stolen goods and credit cards, which he didn’t think twice about stealing. He often rented out hotel rooms, favoring a warm, locked room over a cold hard bench. “When I'm asleep, I'm just as slow as everyone else". That was true, and Bart was frightened of what would happen if somebody did catch him asleep. There were people out there who would have loved to slit his throat, after all.

At one point Bart worked with a fence named Hanison, who had him steal goods for money. Hanison had the habit of cheating him out of their true value, mostly because he was young. Bart happened to be in Metropolis when Jonathan Kent was about to get run over by a drunk driver. Before his son Clark could rescue him however, Bart threw him out of the way at super-speed, but also stole his wallet while doing so. Clark soon located the hotel room in which Bart was staying and confronted him. Bart was amazed to find another person with super powers and Clark was amazed to find someone with such abilities who wasn’t from Smallville. Despite Bart’s careless, devil may care attitude, Clark took a liking to him and attempted to teach Bart a sense of responsibility. It took a bit of effort on his behalf. Bart stole a priceless manuscript from Lex Luthor, tried to fence it, and was then attacked by the fencer. Clark helped him get out of it, and Bart returned the manuscript on his own. He then left Smallville to travel and find others like himself and Clark.

Two years later Oliver Queen spotted him stealing a meal in Star City and believed him to be a good kid. The industrial heir gave Bart a job and he joined Oliver's group of heroes. Oliver, as Green Arrow, was investigating a LuthorCorp project called 33.1. It turned out that Luthor was experimenting on people with super-powers, and building an army. Bart began working with Oliver and breaking into LuthorCorp facilities across North America and stealing information. Bart traveled to Mexico to infiltrate a LuthorCorp facility and showed up in Metropolis in time to save Chloe Sullivan from getting shot. He got back in touch with Clark and told him that he had really learned what he tried to teach him, and declared that he’d quit stealing. Clark soon learned that Bart had in fact stolen information from LuthorCorp, but Bart did not tell him that he was working for Oliver.

Soon after that he left to do another job for Oliver, but fell into a trap set up by Lex, who put him in a chamber and forced him to run at super-speed or be electrocuted if he didn’t agree to talk. Clark went to rescue Bart, but was weakened by refined Kryptonite. Oliver donned his Green Arrow costume and, along with his other team members Cyborg and Aquaman, they infiltrated the lab, saved Clark and Bart, and blew up the facility. Bart left with the "Justice League" and continued working to stop other 33.1 facilities around the world.

ABILITIES:
Super Speed: Bart is a metahuman who can run and move his limbs at superhuman speeds. Biologically inherited ability to tap into the energy known as the Speed force. As Kid Flash, Bart was able to achieve speeds faster than Mach 10, but after he returned as an adult, Bart was fast enough to achieve speeds just short of light-speed and exceeding it when the need arised. Wally West the current Flash has stated that Bart was faster than all the Flashes combined.[citation needed] Bart has also said he is the fastest man to ever live; whether these statements are hyperbole or not is unknown. Bart can lend speed to or borrow speed from moving objects, create objects of concentrated Speed Force energy, become intangible by vibrating his molecular mass, perform both limited time and inter-dimensional travel and heal personal injuries by accelerating his metabolism. In recent years, with the knowledge and mastery of the Speed Force at his disposal, Bart has managed to reach seemingly impossible speeds, reaching as fast as the speed of thought. Bart is able to run across the surface of large bodies of water such as oceans. Bart can create wind vortexes by running in circles or rotating his arms and legs.

Speed Force Avatars: He has the ability to produce "scouts", Speed Force avatars he could send through the timestream, but has infrequently used it since the death of one put him in a coma.

Photographic Memory: Most recently, it has been discovered that, unlike other speedsters, his photographic memory allows him to recall everything from his speed-reading.

Superhuman Reflexes

Air Friction Reduction Aura: possesses an aura that prevents air friction from affecting his body and clothes while moving.

Speed Force Embodiment: Speed Force is a vaguely defined extradimensional energy force from which most superspeed-powered heroes draw their powers. The Speed Force serves as the ultimate measure of velocity in the DCU. They are often referred to in terms of barriers: Sound barrier, Light barrier, Time Barrier, Dimensional Barrier, and finally the Speed Force Barrier. Since Infinite Crisis, Bart's connection to the Speed Force has been more difficult to control. When he taps into the Speed Force, Bart appears to have electricity crackling around him, and has become so lethal, that he needs to wear the Flash suit while running in order to prevent it from killing him. However, he is no longer just a conduit he is now one with the Speed Force. This means that he and the Speed Force are one in the same. The result of this is that he could possibly be the most powerful flash in history.

* Metabolize Wounds: Accelerating his healing factor while using the Force to sustain him, he could heal from grievous injury, however it should be noted that his injuries may not "heal right" and medical care may still be required.

* Superhuman Stamina: Due to his connection with the Speed Field, Bart's stamina recuperates at an accelerated rate.

Molecular Control: ability to control the vibration of his molecules to the degree that he could vibrate through solid objects. He can cause whatever he vibrates through to explode. (DC Database)
